Trump expressed his opposition to the New Castle resident's proposal at Tuesday's Republican presidential debate saying the country is beaten on everything, from the economy to the military.

"We don't win now anymore," Trump said. "If our taxes are too high and our wages are too high, we just can't do it. We won't be able to compete against the world. We just can't do it."

Cuomo's executive order makes New York the first state to set $15 hour as a minimum wage which will be phased in by 2018. Cuomo's office said it will cost the state $20 million annually through 2021.

Other candidates at Tuesday's debate also opposed Cuomo's order.
