Town Board Restructures Stormwater Committee

LEWISBORO, N.Y.  – The Lewisboro Town Board has restructured its stormwater committee so that the wetlands inspector is no longer automatically charged with being the committee’s chair.

“As it currently exists, the wetland inspector is automatically the chair of the stormwater committee and that could become a conflict of interest,” said Supervisor Peter Parsons. “We wanted that changed so that the chairperson is someone appointed by the town board.”

The wetlands inspector and chair of the stormwater committee is Ryan Coyne, who works for Kellard Sessions, the town’s engineering consultant. Parsons said the firm is likely to bid on upcoming stormwater projects within the town, so Coyne acting as chair of the stormwater committee could appear to be a conflict of interest.

The board still wants Coyne and Kellard Sessions to act as consultants for the committee.

“They have a large reservoir of knowledge,” Parsons said.

After the town board revised the procedure for creating the stormwater committee, it appointed Paul Lewis as the new chair and added Sam Weir to the committee.

“Sam Weir is an expert in mapping with lots of experience” Parsons said. “We are lucky to have him and it’s fantastic to get  him on the committee.”

Parsons said the job of the stormwater committee is to bring the town into compliance with the state on stormwater issues by locating and mapping stormwater outlets.

“It’s not something that was intended to last forever,” he said.

The town board also made several other new appointments. Steve Hoyt and Virginia LoBosco were named to the Architectural & Community Appearance Review Council and Glen Ostrander was named to the Cable Committee. There will be more appointments announced in the coming weeks.
