LEWISBORO, N.Y. – Lewisboro Councilman Frank V. Kelly, a Lieutenant-Colonel in the U. S. Army, has been awarded the U. S. Army Meritorious Service Medal.

The citation reads in part, “Kelly has received this award for exceptionally meritorious achievement while serving with the 4th Legal Operations Detachment as both Chief of Justice and Head of Domestic Operations Law. Lt. Col. Kelly’s expertise ensured that military leaders at all levels received world class legal advice and counsel. In addition, Kelly has shown exemplary and tireless devotion to duty in keeping the highest traditions of military service.
