LEWISBORO, N.Y. – Lewisboro Councilman Frank V. Kelly, a Lieutenant-Colonel in the U. S. Army, has been awarded the U. S. Army Meritorious Service Medal.
The citation reads in part, “Kelly has received this award for exceptionally meritorious achievement while serving with the 4th Legal Operations Detachment as both Chief of Justice and Head of Domestic Operations Law. Lt. Col. Kelly’s expertise ensured that military leaders at all levels received world class legal advice and counsel. In addition, Kelly has shown exemplary and tireless devotion to duty in keeping the highest traditions of military service. His actions underlying the award reflect great credit upon him, his unit and the United States Army.”
Kelly is a practicing attorney with an active civil trial and appellate practice. He has served as a member of the Lewisboro Town Council since 2010 and is responsible for drafting and passing legislation and coordinating, developing and adopting the annual budget. He has also helped to negotiate union contracts and make personnel and program decisions.
Among his many other military awards are the Bronze Star for service in Iraq, the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the Global War on Terrorism Service Medal and the Humanitarian Service Medal.
Kelly is a graduate of the U. S. Army War College, St. John’s University School of Law, and St. John’s University, where he earned his BA while acting as captain of the rugby team for three years, vice-president of the Student Union and president of the Off-Campus Housing Association.
He is an Associate in the Law Office of William A. Gallina in the Bronx.
