Chapel Road Paving Finally Has a Start Date

LEWISBORO, N.Y. – Though fraught with delays ranging from weather-related issues to permit snafus, the paving of Chapel Road is scheduled to get underway on Nov. 14.

“Chapel Road has been in the line for years,” Highway Superintendent Peter Ripperger said of the paving. “What was holding us up was getting our permits.”

The worked is scheduled to be done by Kect Construction, under the auspices of owner Donald Flood. Ripperger said that Flood would begin work before the Nov. 14 date if possible, but said it wasn’t likely.

“If we could make happen this week we would, but we don’t have the power,” he said. “All our blacktopping is bid out. But he’s not a new vendor. We’ve used him before.”

The final step to getting the paving process underway was a permit from New York City’s Department of Environmental Protection. Town officials said the DEP changed the permit process while Lewisboro was applying, which set things back.  The permit was approved this summer, but the process also required a mandatory 45-day waiting period. The rainy weather also delayed the project.

Ripperger also stressed that the Chapel Road paving was not a political football. Ripperger, a Democrat who is seeking re-election next month, said he sees eye-to-eye on the project with Republican Supervisor Charles Duffy, who is also seeking to regain his post.

“It’s not a political situation. We all want it done,” he said. “The entire town board reached a consensus on this.”

Duffy said he knows the people who want to see the paving get done are growing impatient.

“We do get e-mails about it,” he said. “But we do want to get this done. I know that first we said this summer, and then it was before school starts. It is a pressing issue and it will be done.”

To illustrate how long the project has been pending, Duffy noted that he is the fourth supervisor to work with Ripperger on it.

“I’m just very happy that we reached a consensus to move it forward,” he said.
